7. Vulnerable Zones and Special Provisions
Singapore is aggressively re-engineering its road infrastructure to protect vulnerable demographics, specifically the elderly and school children. This has led to the creation of “Silver Zones” and “School Zones,” which feature prominently in the updated BTT curriculum.
7.1 School Zones: Protecting the Young
School Zones are designated areas surrounding educational institutions.
- Current Rule (2024/2025): The speed limit is reduced to 40km/h during school peak hours. This is indicated by the “40km/h When Lights Flash” sign. Drivers must look for the flashing amber lights to know if the limit is active.28
- Future Mandate (Jan 2026): To eliminate confusion and increase safety, the 40km/h limit will apply 24 hours a day (or “throughout the day”) at school zones with the relevant signage, regardless of whether lights are flashing.29
- Enhanced Penalties: Offenses committed in School Zones attract 2 additional demerit points and higher composition fines. For example, beating a red light in a school zone would incur 14 points (12 + 2).28
7.2 Silver Zones: Protecting the Elderly
Silver Zones are implemented in mature housing estates with high populations of senior citizens.
- Speed Limits: The standard limit is 40km/h, but newer zones and pilot areas are enforced at 30km/h. The BTT requires drivers to obey the specific sign posted.30
- Infrastructure: These zones feature “pinch points” (narrowed roads), center dividers, and raised zebra crossings (which act as speed bumps) to physically force slower speeds.
- Assessment Scenario: Question: “You are entering a Silver Zone. What features should you expect?” Answer: “Reduced speed limits (30 or 40km/h) and traffic calming measures like road humps.”.31
